Jithox payment checks

Serveur MCP distant (Streamable HTTP), gratuit et sans compte, pour vérifier un paiement avant qu’un agent IA ne le prépare. Outils gratuits : verify_iban (structure et clé de contrôle IBAN, hors ligne), check_payment_change (changement de coordonnées bancaires : no_change, verify_first ou stop), preflight_payment (stop, review_required ou no_blockers_found, avec preuve signée), check_peppol_ready (facture contrôlée selon les règles Peppol BIS Billing 3.0), lookup_peppol_participant.
